Renewing a Land Transportation Office (LTO) driver’s license no longer needs to be a cumbersome process. With the implementation of Republic Act (RA) No. 10930, the LTO has streamlined license renewal, introducing ten-year driver’s licenses to simplify the experience.
The RA 10930 signifies a significant revision to the Land Transportation and Traffic Code, paving the way for transformative changes in the license renewal process. Section 3 of RA 10930 mandates the LTO to conduct examinations for new driver’s license applicants and individuals renewing expired licenses, ensuring a standardized evaluation process.
Motorists renewing their expired licenses must undergo the Comprehensive Driver’s Education (CDE) course, comprising a refresher seminar and a thorough examination. The CDE course is meticulously designed to assess applicants’ driving skills, road safety knowledge, and adherence to proper road etiquette, ensuring that renewed licenses are granted only to deserving individuals.
Motorists without demerit points enjoy the luxury of a ten-year validity period. However, those with at least one demerit point are eligible for a five-year validity driver’s license.
Ensure to bring the original driver’s license card on the day of ID renewal. This is a fundamental requirement for a smooth renewal process. Opt for the convenience of an online exam using the LTMS. Select LTO offices offer Driver’s Education Centers where you can take the exam in person. This provides an alternative for those preferring on-site testing.
Consider taking the course and exam at any recognized driving school, ensuring flexibility in choosing a convenient location. Those who don’t pass the exam on their first attempt can retake the course and exam as often as necessary until they successfully pass.
Documentary Requirements
- To prepare for your driver’s license renewal application, applicants need to ensure to have the following requirements ready:
- Complete Application for Driver’s License (ADL) form with accurate information
- Original and a photocopy of a government-issued ID with photo and signature
- Medical certificate from any LTO-accredited medical clinic
- Electronically transmitted Certificate of Completion of the Driving Enhancement Program (DEP)
- Original driver’s license card, whether expired or expiring. Note the extension policy for licenses expired on April 1, 2023, as per LTO guidelines
Online Appointments
Procedure
Apart from in-person renewal, applicants can book an online renewal appointment through the Land Transportation Management System (LTMS) portal:
- Visit the LTMS portal homepage at and log in
- Navigate to the licensing section on the LTMS dashboard.
- Read the Terms of Agreement and check the box indicating the acceptance
- Fill out the Online Application Form, selecting “Driver’s License” as the License Classification
- Add your medical certificate number and upload a copy of your CDE certificate. Ensure you upload a copy of the Driving Enhancement Program (DEP) certificate for verification. Click “Verify” to proceed.
- Select “Renewal” as the type of application and click the next button.
- Choose the preferred appointment schedule and LTO branch on the next page
- Pay the renewal fees through the chosen payment channel.
- Proceed to the selected LTO office on the appointed date for the renewal process
