The Land Transportation Office (LTO) is the government agency that is responsible for all land transportation in the country. Overseen by the Department of Transportation (DOTr), it is involved in the issuance of driver’s licenses and permits, registration of motor vehicles, enforcement of transportation laws, and other important functions.
With a central office in Quezon City, plus regional and district offices all over the Philippines, the LTO is composed of a huge network of staff. The agency offers plenty of job opportunities for those who are seeking a career in the transportation sector.
Guide to Getting a Job with the LTO
There is a wide variety of jobs in the LTO, from office-based positions to jobs on national roads and highways. From time to time, the office releases a list of job openings, looking for administrative aides, administrative assistants, administrative officers, and others.
Furthermore, vacancies for nurses, attorneys, computer programmers, accountants, and statisticians are sometimes posted. For the agency’s Plate Making Plant, there is occasionally a need for metal workers, metal worker foremen, and machine shop foremen. And of course, on the roads in most cities and provinces, there is usually a need for more transportation regulation officers.
Where to Find LTO Jobs
Aside from bulletin boards in LTO offices, job openings are usually posted online, through its Facebook page and official website.

LTO often shares job vacancies through its official Facebook page. The following announcement was posted last June 14, 2024, for example. It states the position required (lady law enforcers), the office location (central office), and the type of employment offered (job order contract).
In addition, the post enumerates the necessary qualifications, along with the deadline for submission and the email address where job-seekers can send their applications.
LTO Website
Job seekers can also find job openings on the official LTO website. Below is a screenshot featuring the agency’s “Careers” webpage. Job vacancies are listed chronologically, with the latest announcement at the top. For quick reference, job vacancy announcements are listed along with their “posting date” and “closing date” (or deadline of submission of applications).
Clicking “view” will lead you to a PDF file that features details about the job openings. Actually, each file contains multiple job openings, presented in tabular form. For each job vacancy or “position title,” the table shows the plantilla (item) number, salary grade, monthly salary, qualification standards (i.e. education, training, experience, eligibility, competency), and place of assignment.
These details will give you a better idea of what is expected from job seekers, and if you have the necessary qualifications for the job.
Eligibility
The eligibility criteria or qualifications vary for each job. For reference, let us compare and contrast the following jobs, which were featured on the latest “Careers” webpage on the LTO website.
Admin Assistant II and Admin Officer V
To qualify for “Administrative Assistant II (HR Management Assistant),” an applicant should have completed two (2) years studies in college. He/She should also have one (1) year of relevant experience, four (4) hours of relevant training, and be a Career Service Subprofessional (First Level Eligibility).
In contrast, those who are applying for the position of “Administrative Officer V (PR Officer III)” must have a Bachelor’s degree and at least two (2) years of relevant experience. He/She should also undergo eight (8) hours of relevant training, and be a Career Service Professional (Second Level Eligibility).
Metal Worker I and Metal Worker Foreman
The above positions are typically assigned at the Plate Making Plant of the LTO. Those who would like to apply as “Metal Worker I” should be an Elementary School Graduate. Prior training and experience are not required. However, he/she must have “skills eligibility” (CSC MC 11) as a Metal Worker.
Meanwhile, a Metal Worker Foreman must be a High School Graduate or must have completed a relevant vocational/trade course. He/She should have at least one (1) year of relevant experience and four (4) hours of relevant training. He/She should also have “skills eligibility” (CSC MC 11) as a Metal Worker.
Transportation Regulation Officer I and Senior Transportation Development Officer
To qualify as “Transportation Regulation Officer I,” an applicant should have a Bachelor’s degree relevant to the job. Prior training and experience are not required, but he/she must be a Career Service Professional (Second Level Eligibility).
Meanwhile, a “Senior Transportation Development Officer” should also have a Bachelor’s degree relevant to the job. He must have at least two (2) years of relevant experience, eight (8) hours of relevant training, and be a Career Service Professional (Second Level Eligibility).

Requirements
Although the qualifications may vary for each job, the required documents are generally the same. Below is a list of requirements that you need to prepare when applying for a job with the LTO:
- Application Letter indicating Position Title and Item Number;
- Notarized latest and duly accomplished Personal Data Sheet with recent passport-sized pictures;
- Work Experience Sheet;
- Performance Rating / Performance Evaluation (PCR/DPCR) in the last rating period (if applicable);
- Certificate of Eligibility / Certification of Bar or Board Examination Results, Rating, and License Card;
- Appropriate License as required for the position (e.g. Professional Driver’s License, etc.);
- Authenticated Transcript of Records and Diploma;
- Recent Civil Service Commission (CSC) and Ombudsman Clearance of No Pending Criminal and Administrative Case (for Salary Grade 24 positions);
- Certificate of Previous Employment / Service Record (if applicable);
- Certificate of Trainings and Seminars Attended;
- Certificate of Awards and Commendations received and given by the LTO PRAISE Committee, CSC, and other NGAs, LGUs, GOCCs, and NGOs (if any); and
- Other credentials.

Where to Submit Applications
Jobseekers can submit their applications personally to: Executive Director, HRD Section, 2nd Floor, Administrative Division Building, Land Transportation Office. This is located at the LTO Central Office in Quezon City.
