The Highway Patrol Group looks after the safety of Filipino motorists and pedestrians. Established in 1955, it is the country’s first and only law enforcement group dedicated solely to traffic control and road safety. The PNP-HPG’s creation stemmed from a tragic event. President Ramon Magsaysay, deeply affected by the fatal car accident of two close associates, pushed for a specialized unit to address the growing problem of road accidents.
As a patrol group appointed by the Department of Transportation (DOTr), it assists the Land Transportation Office (LTO) in enforcing traffic laws by providing general supervision through local police forces and enforcing driver’s licenses, motor vehicle registration, and public carrier regulations.
Functions and Responsibilities
Traffic Law Enforcement
The primary function of the PNP-HPG is to enforce traffic laws and regulations. This includes apprehending traffic violators, such as overspeeding, reckless driving, and driving under the influence of alcohol or drugs. By ensuring compliance with traffic rules, the PNP-HPG contributes to preventing road accidents and promoting road safety.
Crime Prevention
Beyond traffic enforcement, the PNP-HPG also prevents highway crimes. Officers patrol major thoroughfares, intercepting criminal elements engaged in activities such as smuggling, illegal drug trafficking, and vehicle theft. Through proactive policing strategies, the PNP-HPG helps deter criminal activities and safeguard commuters and motorists.
Accident Response and Assistance
In vehicular accidents, the PNP-HPG provides rapid response and assistance. Trained personnel administer first aid, manage traffic flow to prevent congestion, and coordinate with other emergency services for timely rescue operations. Their prompt intervention helps minimize casualties and facilitates the smooth flow of traffic in affected areas.
Public Awareness and Education
The PNP-HPG conducts public awareness campaigns and educational programs to promote responsible driving behavior and enhance road safety consciousness among motorists and pedestrians. These initiatives encompass road safety seminars, distribution of informational materials, and collaboration with government agencies, non-profit organizations, and educational institutions.
Issued Certificates by the PNP-HPG
The Philippine National Police – Highway Patrol Group (PNP-HPG) extends its services beyond traffic enforcement and accident response. Among its lesser-known yet equally important functions are issuing various certificates aimed at enhancing security and facilitating administrative processes related to vehicles. These certificates guarantees transparency, compliance, and accountability in managing vehicular records.
Certificate of Nationwide Alarm (CNA)
This certificate alerts law enforcement agencies nationwide about stolen vehicles. Upon receiving a report of a stolen vehicle, the PNP-HPG issues a CNA to inform other police units and facilitate the recovery efforts. This certificate is an official notification to law enforcement authorities to be on the lookout for the stolen vehicle, thereby increasing the chances of its recovery and apprehending the perpetrators.
Certificate of Lifting of Alarm
In cases where a stolen vehicle has been recovered or the alarm for a missing vehicle is deemed no longer necessary, the PNP-HPG issues a Certificate of Lifting of Alarm. This document officially lifts the nationwide alarm previously issued for the vehicle, indicating that it is no longer considered stolen or missing. The Certificate of Lifting of Alarm helps prevent unnecessary apprehensions or investigations related to the vehicle’s status.
Certificate of Non-recovery (CNR)
When locating a stolen vehicle proves unsuccessful, the PNP-HPG issues a Certificate of Non-recovery. This certificate formally acknowledges that the stolen vehicle has not been found or recovered despite diligent efforts. The CNR records the exhaustive search conducted by law enforcement agencies and provides closure to the case, allowing vehicle owners to pursue other avenues for resolution.
Certificate of Re-stamping
The PNP-HPG issues the Certificate of Re-stamping to authorize the re-stamping of engine and chassis numbers on vehicles that have undergone repair or replacement of essential parts. This certificate guarantees that the re-stamping process complies with legal requirements and helps prevent vehicle tampering or theft. By providing official authorization, the PNP-HPG contributes to maintaining the integrity of vehicle identification records and combating vehicle-related crimes.
Certificate of Deletion and Correction of Entry
When errors or discrepancies are discovered in vehicle registration records, the PNP-HPG issues a Certificate of Deletion and Correction of Entry. This document authorizes correcting or deleting inaccurate information, such as incorrect owner details or vehicle specifications. The Certificate of Deletion and Correction of Entry facilitates rectifying administrative errors and makes vehicle records accurate and reliable.
