Pasay Traffic and Parking Management Office (PTPMO)

The Ninoy Aquino International Airport (NAIA), Villamor Airbase, and the country’s largest shopping mall, SM Mall of Asia — these are just some of the popular landmarks that can be found in Pasay, a highly urbanized city in the National Capital Region (NCR).

As of 2020, Pasay City had a population of more than 440,600 people, not to mention numerous public and private vehicles. Everyday, jeepneys, multicabs, buses, UV Express vans, and taxis carry passengers across the main roads, while tricycles and pedicabs serve the “barangays.” To manage traffic, working alongside the Metro Manila Development Authority (MMDA) is the Pasay Traffic and Parking Management Office (PTPMO)

What is the PTPMO?

The Pasay Traffic and Parking Management Office (PTPMO), a unit of the City Government of Pasay, is in charge of managing traffic, enforcing traffic laws, and ensuring the road safety of motorists, commuters, and pedestrians in the city.

Violations and Penalties

Based on the Traffic Code of Pasay City, here’s a list of traffic violations and their corresponding penalties, including general driving rules, as well as rules for all types of vehicles:

General Driving Rules

Any violation of the following general driving rules corresponds to a traffic fine of PHP 500 each:

  • Drivers not to obstruct traffic;
  • Driving in bicycle lanes;
  • Driving in lanes on thoroughfares;
  • Driving over a yellow box;
  • Driving through roundabouts and rotundas;
  • Giving way to overtaking vehicles;
  • Keeping as far right as practicable;
  • Keeping right of double yellow lanes;
  • Overtaking;
  • Passing vehicles; and
  • Use of Center lanes of three-lane thoroughfares.

Rules for All Types of Vehicles

  • Failure to carry/show vehicle registration – PHP 150
  • Improper use of horns, warning instruments – PHP 150
  • Non-use of seatbelts – PHP 250
  • Parking and waiting in prohibited areas – PHP 400
  • Parking near grade or curve – PHP 400
  • Parking on parade routes and any special occasion – PHP 400
  • Parking for certain prohibited purposes – PHP 400
  • Parking in front of residential or commercial establishment – PHP 400
  • Non-payment of parking fees – PHP 400 + towing fee
  • Disobedience to signs – PHP 500
  • Disobedience to traffic control signals – PHP 500
  • Driving through funeral or other processions – PHP 500
  • Following fire trucks and other emergency vehicles – PHP 500
  • Improper opening of doors and alighting from vehicles – PHP 500
  • Not giving way at intersections – PHP 500
  • Not giving way during turns – PHP 500
  • Not giving way to or from parked vehicles – PHP 500
  • Not giving way to emergency vehicles – PHP 500
  • Not giving way to vehicles while leaving or entering a road – PHP 500
  • Not giving way at roundabouts and rotundas – PHP 500
  • Violation of No Left Turn, No Right Turn sign – PHP 500
  • Violation of No Overtaking/No Passing sign – PHP 500
  • Violation of No Overtaking on Bridge sign – PHP 500
  • Violation of Stop sign – PHP 500
  • Violation of Give Way/Yield sign – PHP 500
  • Violation of No U-turn sign – PHP 500
  • Violation of bridge load limit – PHP 500
  • Violation of speed limit on wooden bridge – PHP 500
  • Violation of Limited Truck Ban – PHP 500
  • Sirens, dazzling lights, similar gadgets – PHP 500 + confiscation of gadgets
  • Violation of Loading/Unloading zones – PHP 750
  • Driving without license – PHP 1,000
  • Failure to carry/show/surrender driver’s license – PHP 1,000
  • Unregistered motor vehicle – PHP 1,000
  • Violation of speed limits – PHP 1,000
  • Violation of license restriction – PHP 1,000
  • Unauthorized change of color/engine – PHP 1,000 + impounding for verification
  • Violation of One-way Street – PHP 2,000
  • Violation of No Entry sign – P 2,000
  • Reckless driving – PHP 2,000 + seminar
  • No permit to move equipment and/or load of excessive weight, width, or height – PHP 2,500
  • Road unworthiness of motor vehicle – PHP 2,500 + impounding
  • Driving under the influence of liquor or drugs – PHP 2,500 + imprisonment, or both, upon discretion of court

Rules for Public Utility Vehicles

  • Driving in sandos/slippers – PHP 150
  • Improper uniform – PHP 150
  • Lack of accessories of taxicabs – PHP 300
  • Overloading of passengers of bicycles and tricycles – PHP 200
  • No franchise/CPC/PA carried – PHP 500
  • No fare matrix displayed – PHP 500
  • No designated seats for disabled persons – PHP 500
  • No IDs displayed – PHP 500
  • Driving tricycles on national roads – PHP 500 + impounding
  • Discrimination of passengers/trip cutting – PHP 1,000
  • Out of service area (tricycle/pedicab) – PHP 1,000
  • Overcharging of fares/contracting services – PHP 1,000
  • Out of route (PUB/PUJ) – PHP 2,500 + impounding
  • Taxi without meter/uncalibrated or tampered taximeter seal – PHP 2,500 + revocation of driver’s license

Other Traffic Rules

  • Violating pedestrian crossing – PHP 200 + community service
  • No safety helmet for motorcyclists – PHP 350
  • Obstructing roads by motor vehicle vendors’ stalled vehicles – PHP 500
  • Obstructing roads or sidewalks by residential or commercial establishments – PHP 500
  • Putting glass, sharp objects on highways – PHP 500
  • Refused to have vehicles weighed and/or to remove excess load – PHP 500
  • Unauthorized installation/use of jalousies, additional aircon, dim-colored lights, etc. – PHP 500
  • Tracking mud unto the highway – PHP 500
  • Violating restrictions on animals and livestock – PHP 500
  • Use, posting, or display of fake unauthorized IDs, stickers, etc. – PHP 1,000
  • Unauthorized drag racing/speed contest – PHP 2,000
  • Violation of procedures involving traffic accidents – PHP 2,000
  • Street diggings or road closure without permit – PHP 2,500

Single Ticketing System

Since March 18, 2024, the Single Ticketing System (STS) started to be fully implemented in Pasay City, the Manila Bulletin reported. The decision was based on City Ordinance No. 6248, Series of 2023, which adopted the Metro Manila Traffic Code (MMTC).

Basically, the STS involves the standardization and enforcement of fines and penalties for common traffic violations in the NCR. In addition, the system simplifies the payment of traffic penalties, thus helping to prevent cases of corruption among enforcers.

Notably, the adoption of the STS paved the way for more traffic enforces to be deployed around Pasay City.

Final Thoughts

With so many people traveling in and/or passing through Pasay City, it’s not hard to imagine the traffic there coming to a standstill, especially during rush hours.
