Parañaque City Traffic and Parking Management Office (TPMO)

“Entertainment City,” which includes popular resorts such as City of Dreams Manila, Okada Manila, and Solaire Resorts and Casino is situated in Parañaque, a highly urbanized city in Metro Manila. The Parañaque Integrated Terminal Exchange (PITX) public transport terminal can also be found here, connecting different towns and cities to and from the National Capital Region (NCR).

Everyday, numerous public utility vehicles (PUV) such as tricycles, jeepneys, and buses travel through and within Parañaque, not to mention private vehicles. To manage traffic in this city, working alongside the Metro Manila Development Authority (MMDA) is the Parañaque City Traffic and Parking Management Office (TPMO).

What is the TPMO?

The Parañaque City Traffic and Parking Management Office (TPMO) is a public service unit established to enforce traffic laws and ensure road safety in the City of Parañaque.

Number Coding Scheme

To help ensure the smooth flow of traffic, the TPMO implements the Expanded Unified Vehicular Volume Reduction Program (UVVRP), which is also known as the “number coding scheme.”

Every Monday to Friday (except on holidays), from 7:00 am – 10:00 am and from 5:00 pm – 8:00 pm, private vehicles with plate numbers ending in these digits are prohibited:

  • Monday – plate numbers ending in 1 and 2
  • Tuesday – plate numbers ending in 3 and 4
  • Wednesday – plate numbers ending in 5 and 6
  • Thursday – plate numbers ending in 7 and 8
  • Friday – plate numbers ending in 9 and 0

NOTE: Private vehicles with senior citizens and persons with disabilities (PWDs) are exempted from this rule in Parañaque City.

Violations and Penalties

As part of Metro Manila, Parañaque City implements the Single Ticketing System (STS) as well as its own City Ordinances regarding transportation.

The STS involves the standardization of fines and penalties for common traffic violations across Metro Manila. It was institutionalized through the establishment of the Metro Manila Traffic Code of 2023, which was approved on February 1, 2023.

  • Use of substandard CRS – PHP 1,000 (1st offense) / PHP 3,000 (2nd offense) / PHP 5,000 (3rd offense)
  • No motorcycle helmet – PHP 1,500 (1st offense) / PHP 3,000 (2nd offense) / PHP 5,000 (3rd offense) / PHP 10,000 (4th offense)
  • Use of helmet with no ICC markings – PHP 3,000 (1st offense) / PHP 5,000 (2nd offense)

  • Loads not properly secured – PHP 100
  • No cover canvass / use of signaling devices – PHP 150
  • Violation on non-compliance with any section or article regarding lighting warning signs, equipment – PHP 300
  • Violation of general driving rule – PHP 500
  • Violation of number coding – PHP 500
  • Sirens, dazzling lights, or similar gadgets – PHP 500
  • No left turn, no right turn – PHP 500
  • Not giving way at intersections – PHP 500
  • Improper riding of bicycle or motorcycle – PHP 500

  • No permit on heavy equipment and/or load of excessive weight, width, or height – PHP 2,500
  • Out of route (PUB/PUJ) – PHP 2,500
  • Speed / Drag racing contests – PHP 5,000

Traffic Violations Online Payment

There are two ways to pay traffic fines in Parañaque City. First, you can go personally to the City Treasurer’s Office at Parañaque City Hall and make your payment. Another option is to pay online.

Here is a quick guide to paying for a traffic fine online:

  1. Go to paranaquecity.ph/mrcs.
  2. Click “sign up” to create an account and provide the necessary information.
  3. Open your email to confirm your MRCS account.
    Select TPMO and enter your OVR number and Last Name.
  4. Check and confirm your billing information.
  5. Pay with a QR Code or a debit/credit card using an online payment partner.

NOTE: Online payment is accessible 2 to 3 working days after apprehension.

Final Thoughts

As part of Metro Manila, Parañaque encounters moderate to heavy traffic on a regular basis. Fortunately, thanks to the MMDA and the city’s Traffic and Parking Management Office (TPMO), traffic is managed and road safety achieved for motorists, commuters, and pedestrians.
