Did you know that Quezon City is the most populated city in the Philippines? Based on the 2020 census, it has a population of almost 3 million people! It is also home to several government buildings (e.g. Batasang Pambansa Complex), schools (e.g. UP Diliman, Ateneo de Manila, Philippine Science High School), and of course… shopping malls (e.g. SM North EDSA, Farmers Plaza).
Everyday, thousands of private cars and public utility vehicles (PUVs) travel in and out of Quezon City. The most popular modes of transport include jeepneys, UV Express vehicles, and buses. Within residential areas, tricycles and pedicabs are also common. And to manage traffic, there’s the Metro Manila Development Authority (MMDA), which works closely with the Quezon City Traffic and Transport Management Department (TTMD).
What is the Quezon City TTMD?
According to its official website, the Quezon City Traffic and Transport Management Department (TTMD) is in charge of formulating, coordinating, and monitoring programs, standards, and policies related to traffic and transport management in Quezon City. Among its functions are: traffic and transport planning; traffic enforcement operations; traffic engineering services; regulations and franchising; and traffic education.
Moreove, the TTMD is tasked to prepared and approve programs, in collaboration with the MMDA. When apprehending traffuc violators, it adheres to a “No Physical Contact Apprehension” policy using the latest technology.
Vision and Mission
The TTMD’s vision and mission are stated in the Quezon City Citizen’s Charter 2024, as follows:
Vision. The TTMD “envisions itself as a reliable, proactive, and dynamic institution of the city government towards the transformation of Quezon City as a Quality City of the future.”
Mission. The TTMD’s mission is “to develop an efficient transport and traffic management geared towards a modern transportation system that will provide opportunities for economic growth and contribute to the competitiveness of the city.”
Likewise, the department also aims “to effectively implement the traffic laws, to ensure safety and security of all road users, as well as to provide ease and comfort to the constituents of this city in particular and to the public in general.”
To achieve its vision and mission, the TTMD is divided into several sections: Administrative Division, Traffic Engineering Section, Traffic Enforcement Section, OVR Redemption Center, Traffic Adjudication Board, Tricycle Regulatory Division, and Radio Communication Center.
Programs
Traffic enforcement, road clearing, and road safety training are just some of the programs implemented by the Quezon City TTMD. Let’s take a closer look at each one:
Traffic Enforcement Operations
Everyday, traffic enforcers are deployed at strategic locations across the city. They are responsible for providing traffic direction and control, enforcing traffic rules and regulations, and assisting pedestrians. They are scheduled to work in either one of two shifts daily: from 6:00 am to 2:00 pm, or from 2:00 pm to 10:00 pm.
Road Clearing Operations
The TTMD regularly conducts road clearing operations, in coordination with the MMDA and the city’s barangays — in compliance with the Department of the Interior and Local Government’s (DILG) directive to clear all roads of obstructions.

Road Safety Training for Children
Educating children at an early age about road safety is important, so that they may become disciplined and responsible motorists and pedestrians when they grow up. For this reason, the TTMD carries out seminars and training at day care centers, in coordination with the Social Services Development Department (SSDD).
Implementation of Bus Augmentation Program
The Quezon City Bus Augmentation Program (QCBAP) was created to ensure that there are enough buses catering to Quezon City’s commuters. As part of this program, traffic enforcers are deployed to provide traffic assistance and crowd control.
Traffic Assistance Through Implementation of Zipper Lanes
Zipper Lanes are points along specific thoroughfares in Quezon City. Following a set schedule, traffic enforces are deployed on these lanes to help ease the travel time of motorists during weekdays.
Inspection of Tricycles
The TTMD inspects tricycles to make sure that they are “roadworthy,” which is a requirement for the issuance of new franchises or for the renewal of existing ones.

Aside from the above programs, the Quezon City TTMD also provides various services, including the following:
Road Safety and Awareness (Students and Guardians)
Conducted by the Education and Training Section, this service is given to young students and guardians. In this manner, children are able to learn the importance of road safety at a young age.
Enforcement of Traffic Laws, Regulations, and Ordinances
The The Traffic Enforcement Section of the TTMD is in charge of implementing the city’s traffic laws, regulations, and ordinances, as stipulated in the Quezon City Traffic Code and other related laws.
Issuance of Traffic Clearance for Business Permit (w/o Payment)
This service caters to owners of business establishments without delivery vehicles. It is part of the requirements when applying for a new Business Permit.
Issuance of Traffic Clearance for Business Permit (w/ Payment)
Meanwhile, this service is for owners of business establishments with delivery vehicles, as well as trucking/hauling, and transport businesses. It is one the requirements when applying for a new Business Permit.
Issuance of Permit (Truck Ban Exemption, Other Activities)
This service is provided to owners of companies that are engaged in government projects. Performed by the Engineering Section, it issues permits for truck ban exemptions, passing Kalayaan Avenue, or moving heavy equipment within a specific route in the city.
Issuance of Temporary Terminal Permit
Also carried out by the Engineering Section, this service is given to transport associations that would like to have temporary terminals, which would serve as pick-up and drop-off locations for passengers.
UOVR Ticket Redemption/Payment for Traffic Violations
This is for apprehended drivers/motorists who violated traffic laws and were issued Uniform Ordinance Violation Receipts (UOVR). They must settle their fines at the TTMD’s OVR Redemption Section.
Issuance of Certificate of Non-Apprehension
The Certificate of Non-Apprehension is given to apprehended drivers, for any reference or legal purpose that it may serve.
Online Payment of UOVR Ticket for Traffic Violations
Apprehended drivers or motorists have the option of paying for their UOVR tickets online. They can settle their payments at the Quezon City E-Services website.
Filing of Protest Against Issued Violation(s) and/or Apprehension(s)
Apprehended drivers or motorists may contest the traffic violations issued to them by traffic personnel. They need to appear before the Traffic Adjudication Board (TAB) for hearing, investigation, and resolution of their complaint.
Issuance of Temporary Tricycle Loading/Unloading Area
This service is for Tricycle Operators and Drivers Associations (TODA) that want to have a temporary tricycle loading/unloading area. It is subject to inspection and approval of the Tricycle Regulatory Division.
Registration of Tricycles with Franchise
In order to operate legally as a tricycle service, tricycles with franchises need to register with the Tricycle Regulatory Division and present the necessary documents.
Registration of Pedicabs with Franchise
Similarly, pedicab operators and franchise holders need to register, in order to operate legally as a pedicab service.
Violations and Penalties

Final Thoughts
